Yes, ebay will refund a buyer in cases like this for LOW dollar items.

eBay values buyers a lot more than a lot of sellers do! They dug in to their own pocket to help a buyer who was hung out to dry by their seller.
You basically told the buyer to drop dead and go away, not a very nice way to treat a customer.

Honestly - I can't believe someone with your selling history spent this amount of time on a $13 transaction.
Then eBay issues a courtesy refund to the buyer with no impact on you and you STILL keep poking the bear?? Just walk away and add this buyer to your best buddies list.

It shows the insanity Ebay gets to bring upon themselves. Once the scammers learn about this easy "it's delivered but I can't find it, they certainly will play that game but this time they will get some naïve and honest seller to pay up in fear of getting a red doughnut.

It is pretty easy to understand. The eBay money back guarantee (MBG) clearly tells buyers they will get what they thought they were buying or get there money back. There is a lot to unpack from that statement but basically eBay is saying if you are not satisfied after all the efforts we will provide you will get a full refund. That is what the guarantee is.
This is eBay's guarantee not the seller guarantee so that is why eBay pays for these claims against the MBG.
I would not try to get in between your buyers and eBay's claim that they will one time issue these kinds of refunds. You do not know your buyers total history on eBay so you would be out of line mentioning something like this.
eBay is an international company, in fact they are much more international than a US company, so all nationalities are needed as well as respect and patience is needed when you encounter new experiences in this area.

I would have not spent time calling eBay. They gave the buyer an out off their pocket refund after tracking showed delivered.
I recently went through the same deal and eBay gave the buyer a ~$125 courtesy refund. Buyer scammed eBay. I know the buyer had his item and eBay did as well. That is just how eBay operates.
At least the buyer is on Ebays radar now and on your BBL .

Also for future reference, once the package is scanned as delivered, nobody is filing a claim for missing or non-delivered package. The carrier will flat out deny that claim.
Buyer is responsible for providing a safe delivery location and tracking down their package once scanned as delivered.

I agree with the OP maybe not to the extent of the back and forth emails but Courtesy Refunds is the reason the OP got that first email and their buyer know it. It is not one time and it is the reason so many of your sellers get partial refund requests. A SELLER CANNOT KNOW HOW A PERSON RECEIVES THEIR MAIL. The package could have been placed inside the house and they still know they can get a refund from ebay. There is IMPACT TO YOU BIG TIME. So glad I am out on March 31. Online selling and managed payments is not going to get any better.

Really, hung out to dry? Just exactly would you have the seller do in this situation? The tracking clearly shows it was delivered, the buyer admits to having their packages put across the fence and the buyer won't check with the PO to see just exactly what happened.
Buyers who live in an area where they cannot leave packages on the porch bear some responsibility for taking care of those packages. They need a safe place for the PO or other shipping company to leave their items.
It is not the responsibility of the sellers to drive to the buyers address and physically look for the package. It is not the seller's responsibility to refund a buyer in this case and they really should not have to.
The seller did the job required to get the item to the buyer's address as testified to by the deliver scan.
Anything after that is on the buyer.

It was a long thread a while back. The eBay rep said to me quote, "he has his item".
After I had eBay close the case 6 days later with no refund due to tracking shows delivered, the buyer mysteriously found the package within the hour of the closure and opened another case of damaged or not as described and eBay gave him a courtesy refund.
I won't get into all the rest of the details before he claimed to not have received the delivery, but this guy was working it, and has continued to work eBay since then. I know that for a fact as well.

Why would you get into such a back and forth with your buyer? If you didn't want to refund your buyer as a courtesy, simply say so and leave it there. And then to waste 2 hours on the phone with eBay over this???
As to the poster who said a carrier (assuming USPS here) will deny a claim when a package shows as delivered, that is true, but they will approve it on appeal with a signed affidavit providing the package had some kind of indemnity.

Show some empathy, contact USPS to report an incorrect delivery........
At least appear to be helpful instead of just conveying the message that the seller doesn't care and the buyer must be lying.
