I did not realize that when the books and cd's went up to 12% Final Value Fee that it also applied to the shipping cost. All I can say is wow, how can they justify charging 12 % on shipping price now? The media mail rate went up again in January and there still is a cap on how much you can charge on shipping a book, with the added 12% pilfer on shipping I am losing money on shipping heavy books!

The final value fee rate applies to the buyer's entire payment. Whatever rate is charged for the selling price is the same as the rate charged on the shipping portion of the buyer's payment.
The FVF rate went to 12% for books and some other Media categories last September:

The cap on shipping a single book is $20. If that's not enough, just set up your listing with calculated shipping; the limit applies only when you set a flat price for shipping and handling.

The same way they have been justifying the Final Value Fees on shipping price for the past eight years.
