1099 taxes

Guys - does eBay look at the total sales or net sales (net of taxes and selling costs) to determine who needs to receive a 1099 - which number were to exceed $600

It’s looking like the IRS has taken away the mandatory federal requirement for issuing the 1099-K. 
That doesn’t stop any entity that has collected such information from issuing the form and reporting the amounts to the IRS. 

Some states still require the issuing of the form. 
The press release from the IRS only covers the federal requirement.
