I have a item for sale for $75 but I am accepting offers. I got a message asking: "Two for $50?"
I responded asking if this was a true offer for I have had some 0 FB sales go bad in the past few months, and some buyers claimed they never purchased the item, thus I had to refund and cancel the sale.
My question to the user:

I say this is a scam. What do you think? My gut feeling is to ignore and block.

As asked above, how were you able to confirm this as a scam?
My take on it, after viewing your $75 listings showing Lots of 2 items, is that you posted the Make Offer button, and you have now received an offer. I'm not sure what your basis is for second-guessing the prospective buyer here.

I don't see anything at all wrong with this buyer. English may not be their language, I go back and forth on occasion with buyers and use a free online translator. Kind of comes out looking like what your buyer wrote.
I read it as the buyer double checking with you that you that the listing is indeed for 2 items. And they want to haggle. As to the 0 buyer issue, many newbies online since the pandemic started.
I suspect you have made your mind up by now. Myself, I would have sold to this person. I don't see any red flags other than zero feedback.

You could have left off the part about the fact that you have had previous negative experiences with 0 FB buyers.
