Why can I no longer select the USPS First Class Mail International Letter rate in my Shipp. Policy?

Apparently in the new Business Policy Shipping setup, there is no option to select the 'USPS First Class Mail International Letter' rate -- which was the only one I used previously to ship my First Day Covers to Europe for $1.20 using the USPS Global Forever Stamp.

 

When I selected the Shipping Policy option 'USPS First Class Mail International' I thought it was the same thing as 'USPS First Class Mail International Letter' that I had always used before. Unfortunately I quickly found out that is not at all the case. That shipping option, which sounds deceptively similar to the First Class Mail International Letter rate charges over $14 and my option is gone entirely.

 

I guess the hours I spent cleaning up eBays mess of 40+ Shipping Policies they 'created for me' will just be another huge waste of time, of which I now have to go back and change or eliminate again. There is no way on this polluted planet that I will be charging that rate, nor will my customers be willing to pay that ridiculous rate for item that often sell for less than $5-$10. 

 

Apparently the only two options I have are to once again just opt out of Business Policies altogether and go back to my old item by item setting of policies, or just eliminate International Shipping altogether? What a colossal waste of time only to find out eBay is once again screwing over small sellers such as myself by playing word games and doing the two card Monty shuffle with Shipping rates.
