What happens to my account after canceling to many orders?

A friend of mine has an account and had to cancel 20 items after forgetting to remove the listing. What happens to the account? Currently they can not list anything and had 23 listing mark as unsold randomly. They have been also told ebay will take a larger cut from the profit and have larger fees charge to them as well as have their sell status be very low. Can anyone tell me what is happening?
