What happens if a buyer doesn't ship my return or breaks the item before shipping?

Buyer orders $100 worth of random stuff leaves negative feedback and a false positive and is not contacting me or responding.

I accepted the return request but they still have not shipped the items back and they are perishable 

*edit I should add that the only contact I had was them asking for a partial refund after leaving neg and false positive
