Partial Refunds no longer an option with Managed Payments

When a Buyer purchases multiple items, I have found that the shipping calculator is not always correct because it simply multiplies the weight by the quantity (without taking into consideration the box weight).  In good faith, I have always refunded the Buyer when the charges are too high.  Today I made such a refund of $14 only to find out that E-Bay give no Final Value Credit, so I am on the hook for the entire amount.  Of course, customer service is so busy, you can't even get a phone call back...so this is what I found:

You are not eligible for fee credits in any of the following situations:

  • You refund the buyer outside of eBay (using PayPal to send money, for instance)
  • You issued a partial refund to the buyer
  • You or the buyer asked us to step in, and the case was closed with a refund to the buyer

SO now I will have a note that if the Buyer pays for their items firs, they will not be eligible for a partial refund.  They must ask for an invoice.  This is such bad business.  This needs to be fixed.
