How to handle an inad return through the global shipping program?

I shipped a pair of shoes through the global shipping program,buyer got the item, but then opened an item not received case. I don’t really know how to proceed. Do you have to pay international return shipping if you accept the return? Which would probably make the return label cost more than the item is worth.  It’s a good item to me and if this was a domestic sale,  I would pay the return shipping to receive  the item back. I’m not sure how handle an international return like this, that was sent through the GSP. This was my first return through the GSP.  So do you have to pay the international shipping price or just the price you paid when you sent the item to the local gsp facility?   I have no returns for international buyers, but I guess even international buyers can open up item not as described cases.  And what happens when you accept the return and try to upload a label, what label gets uploaded? My return address or the global shipping address? I’m confused.
