How to add a link to my Store Page for Sign Up for Store Newsletter"?

To increase the number of subscribers ebay recommends to create a link on my Store homepage: "Sign Up for My Store Newsletter".
ebay Help tells me:
1. "From the HTML Builder page in Manage My Store, click the "Create a link to a Store page" and select the "Sign Up for Store Newsletter" option from the Store links pull-down menu."
But I don't have "HTML Builder page" in "Manage My Store" page. After 45 minutes ebay assistant on the phone couldn't help. Could anyone help me with this?
2. Is there an advanced online class for ebay sellers?
