Help please! International Shipping / Tracking / Signature Confirmation Issue

Hi to whomever is out there and reading this! I have searched the USPS,  the internet and EBay for an answer to this. I have an item that sold for over $500 on Ebay. Buyer paid immediately. And now with this lovely almost week wait time for funds to hit the account, the shipping options are different now as well. I always add signed DC for items over $250, and the extra insurance. I received the option for the extra insurance through USPS, no option for it under the Ebay services. But then it states in a message bar near the top of the page that it looks like I may need signature DC on this. It also has a hyperlink that states, "learn more".... that takes you to a not working page. So I tried to contact Ebay... HA! No customer service number anymore, and no help chat available. Even though USPS offered additional insurance, I did not see where I could add signature DC. Not on the Ebay services either. 

It's a 3 pound package. In a 13X13X8 box. Help please. How should I do this?
