Cheaps used GTX 1070´s Graphics Cards

Hello people, right now im looking for a graphics card used or new 150-180, but in good condition, the thing is i´ve recently saw lot of GTX 1070´s for 160-175 all of them from the russia federation and the sellers have 0 stars and not possitive comments, all of them are new accounts, also they are requesting the payment thru paypal, delivery 7-15 days all of them always says that in the description, should i trust in this and get one the next time i see it?
