Charged 15% fees - Have Store - What recourse do I have

So I just looked at my fees - I was charged 15 percent for an ice bucket I sold.  When I look at fees no where does it show above 10% for final value fees.  Anyone else getting ripped off like this?  I chatted with ebay which was a cluster F - it took the agent 20 plus minutes to reply to each of my questions.  NOW mind you I also pay a store subscription - he said the category I listed in is subject to 15% fees.  Again, I look at the chart and I can't figure out how they can be charging me this much.  My rating is above average so I am baffled by why ebay is screwing me like this.  Just sent a complaint to the NYS Attorney General - not that, it will help.  Well the agent just said I should have been Charged 9.15% so who knows how much ebay has stolen from me.  ANyone ever have any luck suing ebay or reporting them to a higher agency.  They have no oversight - like they fees aren't enough and now they're going to rip me off unless I call them out and check on them = so ebay robbed me - who do I report it to?
