Bidder from another country though blocks in place

I have a bidder whose account says he/she is in Chihuahua, but I blocked all countries outside of US when I made the listing. How did this happen? What is the protocol? I don’t ship outside US. I have attempted international in the past and it was a big hassle. I messaged the bidder and asked if he/she had a United States shipping address in PayPal. I’ve received no response. Should I cancel the bid?

That's not the only problem. If you do go through with the sale, eBay will charge you an International Currency Fee whether the buyer paid in dollars or not.

 

Lots of "gotchas" in selling to non-US buyers. For instance, sales to Australia are subject to a 10% Goods and Services Tax which the seller ends up paying. Best to stay away from non-US sales.
