Anyone else getting asked to upload a photo ID for Managed Payments?

I've already provided my full government name, date of birth and Social Security number. Yet I keep getting a "Action required" email asking me to upload a Photo ID. I think it is ridiculous given how prone eBay is to identity theft and hacks.  I asked a eBay representative through Twitter what security they're offering to identity theft and got a boiler plate/pre-written response.
