If you are using the Quick Lister that is shown to new sellers, you must switch to the more advanced Business Lister or new Unified Lister. The option to switch is at the top right of the listing form.
Many categories do no support variations. If the category you have chosen supports variations, you will see the variation option on the listing tool.
Below is an example of the new Unified Lister showing an unsupported category on the left and a supported category on the right. The variation option will appear directly below the section for Item Specifics.
If you don't see Variations on the new listing tool, you may need to make the feature visible in settings. At the top right of the Unified Lister is a column of triple dots. Open that to find the gear Settings. Turn on Variations to make that option visible when listing in a supported category.
