i am trying to bulk upload my file and running into error code 37

Rather than "Flat", the "shipping service 1 option" value will be the carrier service type, like:

ShippingMethodStandard or USPSPriority or US_eBayStandardEnvelope

The value Flat would be appropriate in the "ShippingType" or "Shipping type" column.
