how to get ebay to begin a partial refund

I sold 4 items.  1 item ended up bad, no need for return, just refund.   I want to refund the buyer the cost -- but I want to do it through EBay "officaldom" to be sure the buyer gets their sales tax back and I get my 13% fee back.

 

I suspect the window for "dispute" is past.

 

If that's the case is there any recourse at this point?

You can refund (or partial refund) up to 90 days:

https://www.ebay.com/help/selling/managing-returns-refunds/refunding-buyers?id=5182

  1. Locate the order in Seller Hub or My eBay Sold.
  2. From the dropdown menu, select Send refund.
  3. Choose a reason for the refund.
  4. Specify a refund amount for the item or for the order.
  5. Enter the desired refund amount, and select Send refund.
