Why can't I format my store? Needs FIXED!

OK... so all my store formatting has disappeared. My individual listings still have the frame as I specified, but when I click through to the store, all my colors have gone. Nothing but an idiotic blue stripe at the top of the page. When I try to manage my store and change display settings, I click change but nothing happens. When I click on edit theme, it still shows the green color scheme I specified, but save settings does NOTHING. When I return to the Manage Store page from there, I click on the "door" icon to go to my store, and get a page that says "It's not you. It's us.... server is down." Been like this for weeks! I've surfed through a bunch of people's stores, and found this stupid blue stripe on many of them. HERE is an example of a seller whose store still has the correct formatting: http://www.ebaystores.com/grandeagleretail. I use the same theme, just different colors. Individual listings still look right, store itself is BROKEN. Multiple calls to eBay result in nothing but confusion and inaction; promise they'll call be back next week after their "rest day."
Why am I paying 28 dollars a month for something that is continually broken?

You have been migrated to the new store layout that eBay launched a couple of years ago. Back then, eBay gave notice that all stores would eventually be migrated to this new format. 

 

All newly created stores from Jan 2018 onward appear in this format and forced migration of simple stores began over a year ago. After the first round of forced migration, eBay gave sellers with custom pages another year to migrate on their own.  In the past week or two we have seen a number of stores convert to the new format, so this may be a staged event where eBay is migrating more stores.

 

The new store format is mobile friendly and is delivered over the secure HTTPS protocol. The old store format was not mobile friendly and could not be delivered using a secure protocol.

 

You don't have to live with the blue stripe. You should be able to add your own billboard banner and logo to the top of your store.
