New international shipping program question

Hi, I am hoping someone can assist. I went to list something and eBay sent me a warning that it is not allowed to be shipped out of the United States. I have seen this before and I would just turn off global shipping but with the new program I can’t seem to figure out how to turn it off. 
I use the desktop version of eBay to list. 
I would greatly appreciate any help anyone has on how to turn this off.

What was the item? And this has happened before with the same or similar item?

It is a tripod for a rifle for hunting. 
has not happened before because prior I could just uncheck global shipping. To my knowledge that is no longer an option.

Were you able to list, even with the warning?

The new eBay International Shipping can not be turned off at the listing level, but it can be disabled at the listing level. When listing, turn off all international countries within that listing.

We have been told by staff that the new EIS program would automatically block purchases of those types of items. We can only wait for an example as proof....
