How to restrict very new buyers bidding

How can I restrict buyers with very low feedback from bidding?  I have a problem with a nuisance buyer who keeps creating new accounts.

Block the nuisance bidder then you can report them if they create a new id to circumvent the block.  It isn't a perfect system.
