I am not sure why this process keeps changing, but it takes a little longer every time for me to figure this out
1. In your address bar type: ebay.com/usr/YOUR USERNAME GOES HERE
2. This will bring up your profile page. Click "About" located under your billboard
3. Under "About Us" section, click your name after "seller profile"
4. Click "edit profile" on the right side of the page
5. Click the pencil on your profile picture to edit
6. Select remove photo
7. Click the pencil again to add a photo
8. Choose your photo, then click open
9. Click save

Now that eBay has changed the format of the profile page, the instructions have also changed. I'll bet this now works on mobile devices as well. Here are the instructions in pictures:

Thanks for an easier way to get to the profile page, but I never see "edit profile" just by going to that page. I still have to pick up at #2 on my original instructions. Maybe different type of accounts? Not sure, but thanks anyway.

There appears to be a difference when a store is involved. I have no store and eBay's new layout also took away my billboard image. So clicking on my icon takes me directly to the profile page.
Clicking on your seller name takes me to your store, not your profile page. To see your profile, I have to click the "about" within your store. So that is where the two split.
Do you think you can get a screenshot? I made my browser fairly narrow to get my screenshot.

So your step 2 and 3 are basically getting the store to show the profile page.
Then, once on the profile page, your step 4 and 5 are the same as my 2 and 3.

I am not kidding. I have to figure this out every time I want to change my profile picture. It is always a different process every 3 or 4 years.

I checked my profile page and it automatically opens up in the "About" tab, like @shipscript 's does.
The difference, I think, is that for store owners, the "Shop" is the first tab, so the profile automatically opens in the first tab by default. For store owners, that is the "Shop" tab, otherwise, it's the "About" tab.
It probably changed because they reformatted that version of the profile page recently. The tabs are a new addition, before that, everything was on one page.

Are you able to change your billboard image on that page, or do you have to go into your store management page to do that? We used to change the billboard on the same page as the profile picture, but eBay removed the billboard from non-store sellers. That leads me to think it might be in settings and not on the profile page for store owners.

No. I click on "manage store" in the billboard, on the "edit store" page, I click the pencil on the billboard to change it.
