I recently met a buyer who do minus judgement.
He asked me three combined shipping.
So I revised but he already bought three, so I decided to ship revised and combined, first.
After several days, he asked me to shipping separately order into one.
I confirmed him if he need cansellation, but he said do not need cansell.
Then I decided to sending out next shipping.
After all done, he making minus judgement.
I want to block this buyer.
Please kindly let me know how to block.

Go to your buyer requirements page and add the buyer's ID to your blocked list.

I understand it's very expensive to ship from Japan to the US. I encourage you to set up combined shipping rules on this page: https://www.ebay.com/ship/prf
Since you're overseas you're using flat ship costs, which means you would set up a flat shipping rule.
Once you create the flat shipping rule, edit your active listings and check the box to apply the combined shipping rule to listings you're willing to combine.
I'm also going to tag @yuzuha who ships to Japan and purchases from Japan on a regular basis. She may be able to offer more assistance than I've offered to help you avoid a similar situation in the future.
