I assume you have the U.S. manual:
When creating the variations, there should be no spaces between the "traits" or "values" within the "RelationshipDetails" cell (pg 31).
I think I see spaces around your pipe separators.
When adding the PicURL field, only one declaration is needed for each variation value, and that one need not be in a related row. It can be in any row. The picture will be assigned to the value that appears to the left of the URL, regardless of its row (pg 32).
I see duplicate assignments for some values that appear in separate rows, but there is probably no issue duplicating the assignment. The declaration looks correct to me.

I did notice that your variation labels exceed 30 characters, so I can't read the full label on my computer. You might consider attempting shorter labels by omitting "flag". However, that would mean overhauling your entire list.
If a variation has had no sales, you can change its name by deleting the old variation and adding a new variation. To assign different photos to a variation that already has photos, the variation must be deleted and then re-added. In File Exchange, you would precede the old variation row with the "Delete" action verb, and would then add the new variation row with no action verb -- all of this under the same master record that uses the "Revise" action verb (pg 33-34).
To modify the details of existing variations, be sure to copy the variation names exactly and make sure that the master record includes ALL of the variations that are to be added, modified, or deleted, or that will remain unchanged.
