This is what I see in that file:
"*Action"^"CustomLabel"^"*Category"^"StoreCategory"^"*Title"^"Subtitle"^"
Any idea why there are caret delimiters instead of comma delimiters? Does your original look like that? Is your spreadsheet defaulting that way?
eBay will accept tab, comma, or semicolon delimiters but not the ^ symbol.

I don't have carets in my csv, but I use them for my website csv's. I'll change the character. Thanks!

Additionally, my prior testing has shown that the header row can not contain quotes. Does your spreadsheet have quotes in the header row or is that another artifact of your server.

Here's a screenshot of my csv import choices. The text delimiter does show quotes.
Is there anything else on this screenshot that should be changed, please?

Thirdly, the downloaded file was in UTF8 format. Again, don't know if that is a server artifact, but eBay's File Exchange does not accept UTF8 (despite remarks to the contrary in the manual). My prior experimentation with UTF8 was that File Exchange choked on the leading three bytes designating UTF8, rejecting the job.

@shipscript I made the import changes but the file still failed. I'll try to do a single item.

Those are your import settings. They should create a correct CSV when exported or saved, but I don't have a modern spreadsheet to verify export settings.
Be sure to save or export as Windows CSV and not Mac CSV.

I only have Mac hardware. To counteract that with what I have to use for my website, I use LibreOffice.
Any ideas, please?
