Might be a bit of a stupid question

but if i make drafts of my listings and wait for a reduced seller fee’s event then list will they count for that event and have reduced fee’s

Drafts don't count towards selling fees until its live. As for waiting for reduced seller fees, I haven't seen seller discounts in eons. so your wait may be quite long.

I had a reduced selling fee’s offer back on the 16th but hadnt sorted out any of my stuff that needed selling 

was hoping another would pop up sometime this month

just wondering if it does pop up and i activate it then list my drafts will they count for it

Drafts don't get charged selling fees until it's live.

Yes you can use drafts to take advantage of offers like that. But be careful because drafts only last about 60 days (I believe) before they are automatically deleted.
