Bulk Template Upload error <PromionalShippingDiscount>using seller hub reports upload

 I am in the middle of switching over my upload template from File Exchange to Reports/Upload. I like that you can use a ShippingProfileName/ReturnProfileName/PaymentProfileName. You can define different profiles for whatever you are selling and give them a name. 

  I got an error in regards to the PromotionalShippingDiscount field. Initially I left this blank because this was defined in my Business Policies. After the error I set the field to  1 and then set the PromotionalDiscountProfileID to the Domestic Flat Shipping Rate discount number defined in my Flat Rate shipping preferences. I'm not sure why I had to do that because this is in my default Shipping Profile. It seems to me that this could be some kind of bug or maybe there is a reason behind the scenes I just don't understand. 

  Anybody have any idea why this might be? What about international  shipping? Do I have to put in 2 different discounts ID's in the template? One for domestic and one for international.  I'm still not clear on everything and the Inventory Onboarding Quide leaves a lot of things out.
