Looks as though there was an eBay furnished return label that was available within the return and the return case is awaiting the buyer to ship the item back.
Don't refund until you receive the item back.
Of course you can go ahead and refund now if you do not want the item back. That might save you the cost of the return label IF the buyer does not use it to send the item back.
If you want to be able to provide your own return label, then you have to enable the RMA option with your return shipping settings.

As you offer returns it is likely automatic that a label is provided.
To stop the automatic process, you can choose to require an RMA to be assign to any request, and as lakefor94 suggests you can provide a label, or just assign the #, and proceed with the eBay label where the buyer pays for a "remorse" label, and you pay for an INAD label
