returned a product and the seller gave me credit of $79.99, the entire bill $87.79 tax included. the seller said that he is refunded $79.99 as ebay collects taxes. I received my billing statement and the credit only showed up for $71.79. not only did they take off tax they took off $8.20 from the refund, so i am out $16.00.why?????

Some sellers don't understand that they have to refund the buyer's entire payment including shipping and taxes AND THEN eBay immediately reimburses the taxes to the seller afterwards.
File a return request dispute at PayPal here right away go back and click "Escalate to PayPal" at the bottom of page. Do not respond whatsoever if the seller contacts you. When you are instructed to return the item, upload the tracking number already delivered back to the seller, to get the remainder of your refund.
Otherwise @schuettejm1 give the tracking number to your card issuer and file a chargeback for "Credit not processed" to get the remainder of your refund.

“Credit Not Processed” chargebacks are filed by customers who have canceled their purchase or returned their purchase but did not receive a credit/refund from the merchant.
