I bought a part and it was not compatible, I contacted the buyer and I proceeded to open a refund request. I sent the item on my own. I sent him the photo of the receipt with the tracking number. The item was delivered a week ago and the seller does not answer my messages. and I can not enter the tracking number since I get a tracking number that the seller provided and trying to contact ebay by phone and I could not someone knows what I can do in this case thanks

The proper process to do a return on eBay is to go to your purchase history, find the item, click on the blue "Return this item" button, and then follow the instructions. eBay should provide you with a trackable return label. If you did this, then you should be able to "ask eBay to step in", and force the refund. (You can also upload tracking information in this interface).
If you did not use the eBay return process - and instead followed a custom return process guided by the seller - then send the seller a polite and complete message that contains (1) all relevant information (dates, item number, eBay listing ID, cost, etc.), (2) proof of delivery, and (3) expected refund amount and the final date that a refund must appear on your account. Add a final note that if the refund is not provided by the delivery date in #3, then you will contact your credit card company and file a charge-back to get the refund.
(Any smart seller will avoid a charge-back because of the added penalties).

I truly appreciate Buyers like you. But unfortunately, Seller by eBay rules has no obligations to make a refund
You should have waited for a label, either by eBay or Seller

And since your seller already issued a return label, don't wait again for a label, either by eBay or Seller.
And since you cannot upload tracking information in this interface, you'll need to have eBay enter your tracking number for you.
Leave a private message for eBay on Facebook here (or open a one-time, throwaway Facebook account) with your name, email, and zip code to give eBay your return tracking number.
Then @carbonhtech if it's been over 2 business days, also ask eBay to step in, to get your refund.

Use the ebay provided label and return something.
Or credit card chargeback.
Don't make this more difficult than it is.
