I sold an ink cartridge and said in the description that the box was open and the strip was removed.
Now buyer is complaining. Do I have to pay to have him return it to me even though I described the problem in the listing? What is the point of saying no returns if Ebay is forcing me to accept a return and pay for it?
I could use some advice. Thanks. Everyone here is so nice and helpful.

Another seller that has no idea on eBay money back guarantee.
Has seller submitted a claim, if so, then accept it, submit the shipping label and upon receipt refund is issue, and you can re-submit item for sale again.
Failure to act, eBay will refund buyer and they keep the item.
Having a NO RETURNS policy in ebay could be interpret as the seller does not accept return, and will not want the item back in case of problems, and ebay can refund buyer and they keep the $ and item.
Depending on value, you either accept the return or deny it.

"Open box" implies that it was merely opened but is still new and unused. With an item like this (with an expiration date no less) with the strip missing I would consider it used. It may not have been, but it's not really new.
It would be best to offer a return label. If you push it, you will only be forced and get a *ding* for it as well. Good luck~

Well, I’m with the buyer on this one. If you list as new, it should be new. A buyer should not have to read item description disclaimers on a new item.

It is low cost item, so paying for the return would add to the refund, correct?
It is not clear if it is worth it for me, I wanted to know if there was any other option, given that I described the item as is

I would just offer a refund, no need to get it back. The customer should hopefully be cool with that. Since it was a low cost item, they can probably even still use it.
It's just kind of a small business loss to the seller, it happens. But be very careful on the fine line sometimes between new and used. It's best to under-list some stuff... or not list.

The only problem with the listing is the phrase open box. The further description you provided in your post about the strip being removed describes a dried out and probably worn out empty cartridge. After removal of the seal strip, most ink cartridges become totally worthless in about 72 to 96 hours as the ink dries up and will NOT flow . Best to issue a refund and skip the return process completely as it is no good to anyone now. (50+ years of computer repair experience!)
