I have a buyer that wishes to make a return. I advised him to find the "Return Request" in his purchases menu. He says that "It won't let me send without first confirming that I received the return". Does it just want him to confirm that he received the item he wants to return?
Any assistance is greatly appreciated.

It sounds a bit scammy to me. Do not confirm that you received the return because ebay may expect you to issue a refund assuming that it was returned. I don't believe the buyer.
Just repeat that the buyer has to click on "return this item" in his orders and that you'll accept the return once you get the request.
Don't get into any further discussion and don't do anything questionable until you check here. You don't want to do anything that might ultimately result in a ripoff of your item and the money.
