I wonder how much time will pass until everyone starts to file fake return requests and missuse the return request, until the whole **bleep** site collapses and eBay goes the iOffer path

Who pays return shipping depends on the sellers return policy and the reason for the return.

most of my items cost about $4 to ship so when ebay gets a buyer a return label for me its no big deal

yeah, and buyers will be so dumb they will tag the return as "I don't want it anymore" or "change my mind".........they all tag it as "NOT AS DESCRIBED" so eBay grants them the refund even if they don't return it.
They can even fake the return and sent you a bag full tSHI, because the moment the return tracking code shows delivered, eBay will grant the refund regardless of the buyer returning the right ítem or not.
I even know cases of sellers who were ripped by the same buyer as me (someone who claim the ítem was not as described 40 days after he received it).......to this other seller he returned a smaller ítem, and the seller could prove it because the post office ticket readed 1.5kg when he shipped to to the buyer, but the return ticket readed 300gr.
Even with this hard evidence proving the buyer faked the return, eBay still granted him the money, just because...........at that time, the answer eBay gave to me was "you have to deal with this fact, sometimes you will get robbed on eBay".
And this is the literal answer. Basically he admitted eBay doesn't care if you get robbed, it comes with the whole package.

You know that return shipping only depends on if the buyer knows they can easily avoid paying return shipping.

That depends, if you are a seller, then it has to be buyer's abusing the INAD return reason
If you are a buyer, it would be the seller's policy for returns "Buyer pays return shipping"

The last line says it all. I just had a buyer pay for something, asking for express shipping AFTER the sale/payment. Here= no way! There, we worked it out and they paid through PP. The difference is shocking. Over 'there', I'm still selling. Not here anymore. I will be watching to see if things get better here (I've said that a dozen times in the past), but not holding my breath.
