The money owed I sent to the paypall, where are? The buyer gets it automatically? Payment is withheld.

Not sure what you are asking help or advice on.

If complaint ( Case) was opened on eBay then on receipt of returned item you issue a refund on the case itself and your on hold funds will be used to pay your buyer.

If complaint (Case) was opened on PayPal then you telephone PayPal to advise them that you have received the item back and PayPal will use your withheld payment amount to pay your buyer.
