I FILL OUT THE RETURN FORMS BUT I CAN NOT SEND

Did you follow all steps? Is it requiring a photo and did you upload a photo?
Did you manually type comments in the box and not just copy/paste?

If you have not got it to work yet, upload a photo and type 2 sentences in the text box. Make it on two lines.

This has been my experience. I still don't know why there has to be a hard break, but whatever works, I guess.
