Buyer sent a message thanking me for the fast shipping, but that there was a large hole in the side of shorts i sold them, with a photo.
Maybe i missed it, maybe i didnt, i dont know ... im new so will be upping my qc regardless to avoid this confusion.
I responded apologizing for any inconvenience and to return the item and all monies will be refunded.
They responded with: "If you wanna just do a partial refund, I’d be happy to save us both the time/expense of shipping back. I could take them to a seamstress to be repaired. I’m sure it would cost more than $10-$15."
Now im starting to question, as doesnt that take more time than printing label and rebagging shorts.
Any advice?

I would be firm with the buyer on returning the item for a refund. If they want money they would need to return. If they aren't trying to con you into a discount on the shorts they will return them.
