I've gone in circles trying to find the eBay step in button. The help website says to open the claim and click the step in button but I cannot find such a thing. It says the return will be closed in 8 days if I don't ship the item back.
The seller has approved the return but have not provided a return label or the price of the return, just the address, stating that they cannot provide a label from the USA to China.
I've attempted to message them but they've began ignoring me, and they put that seller covers shipping costs in the listing.

If I’m not mistaken, The button for eBay to step in won’t show until the item is delivered. Once the item is delivered eBay gives the seller x amount of days to refund, when that time has past then you can ask eBay to step in. That how it works.

The link to ask Ebay to step should be there on the 4th day.
Since the seller is in China, they won't send the funds to cover return shipping.
You'll probably have to call CS for help.

I've thought about that, but eBay warned that it could close my return on the 18th, which would be a few days before the item is scheduled to arrive. It's also been over 4 days since last contact was made with the seller.
I hope ebay won't close the return 🤞

There will not be a link for ebay to step in once the seller has accepted the return. That link only appears if the seller ignores the original return request.
You could also contact ebay customer service by sending a message on Facebook or Twitter. They are often the easiest to deal with.

What exactly did the listing state? Here are a few important questions.
Did the listing state the seller accepts returns?
If so, who did it say pays for return shipping in the event of a return?
What was the exact reason you selected as the return reason?

Maybe I read that wrong, but did you file a return on an item that has not even been delivered yet...? What type of case did you open?
