On November, 28, I made an order on eBay (I was buying a smartphone ). Due some failures on eBay side the eBay payment system rejected both of my bank cards, so I had to use PayPal. With PayPal the payment for the order was conducted, but due to PayPal's own currency rates the total amount of payment appeared to be much higher than the original price which was indicated on eBay. Therefore I paid 1 million VND more than I supposed to pay. I contacted to the eBay support, the PayPal support to return that difference. But it wasn't possible. The only solution (which was offered by the eBay support) was to cancel the order and to try to pay for it again by my bank card.
I contacted the seller and we agreed to cancel the order (which I didn't send). But I still can't get my money back. eBay doesn't let me to cancel the order as far as I earlier opened a dispute on PayPal (which was mentioned above, when I tried to return the difference in payments) and according to eBay that dispute is still open (which is not true, it was closed long ago).
Please help me return my money. For some reason the eBay support stopped answering my messages. The time is passing (it's almost been a month!), I don't have my purchase, and I don't have my money, no help or any actions from the eBay support. This is insane. I was going to call the police!

The instant you file a dispute at PayPal for whatsoever reason
any case you have at eBay automatically closes and eBay can no longer help.
Now @alessiocherry try to file another dispute here for Item Not Received, to get your entire payment back. Do not talk to the seller again -- they lied, as the buyer cannot cancel on eBay, only the seller can. Just wait 5 days for your automatic refund. Due to the payment dispute, eBay will charge your seller a half million dong.
Otherwise, if you can't file another dispute on PayPal, pick up your bank card and talk to it, to file a chargeback for Goods Not Received, to get your entire payment back. Don't reply if your seller promises to refund if you close the chargeback, they already lied before. They will pay your entire refund, plus another 500,000 dong.

Unfortunately I can't open another dispute on PayPal. When I choose the case, PayPal says that the dispute on it is already closed. So there's nothing I can do (I mean in PayPal system).
I said I should pick up my bank card and talk to whom? I didn't get it, sorry

Call the number on the back of the card. Explain what happened. Ask to do a chargeback.

Somewhere along the way you must have opened up a Paypal claim....what exact reason did you give Paypal for the claim?
That is why ebay would not allow you to open a claim ..because you had opened one on Paypal.

Cal the police? WHY? Are you not aware that when you buy from a seller who requires a currency conversion to accept your payment that PayPal charges a currency conversion fee? Your debit or credit card issuer may also charge you a separate fee.

All that eBay/PayPal system really, really sucks. It's absolutely unfriendly, absolutely against the clients. I'm shocked. I've never used these **bleep**ty services and of course I will never do again.
How am I supposed to know that PayPal "price" will be dramatically higher than the eBay one? How am I supposed to know that if I open a dispute on PayPal I won't be able to do anything on eBay anymore? How am I supposed to know that if I once opened a case on PayPal I won't be able to open another one? Those rules are absolutely stupid and against the buyers. And tricky sellers use them against unexperienced buyers like me.
The "support" sucks and of course it doesn't support you at all. The eBay support totally ignored me. No replies to messages. Even "sorry, sir, we can't help". Not even that! Silence. As nothing happened. As if I am talking to a void. The PayPal support is absolutely unreachable while you use the chat support. I had to call them, and spent lots of money on international calls ("thanks" PayPal for your "help", now I lost more money).
The most horrible service I have ever seen. I don't understand how these companies still exist with such a service and an attitude to clients. I think (and hope) they will go bankrupt soon.
Regarding the case. I contacted my bank, as papa486516 recommended, and it will file a chargeback. I hope I will be able to get money back

You need to read when you sign up to ebay or paypal. They get updates and they send emails constantly. With 3 ebay accounts and 3 paypal accounts, I get the emails in triplicate. It is YOUR responsibility to learn the new rules.

I didn't know that in case of eBay/PayPal for doing such a simple thing (which I did many time before on other platforms) I had to do RESEARCH. Buying phones should not require doing researches

Paypal is the company YOU chose to make electronic payments online.
Ebay is a DIFFERENT company that allows buyers and sellers to connect to make deals.
They each have their own rules that you agreed to when buying online.
I do not think the seller is scamming you. The seller has NO SAY in how you pay or what rates you pay.
That is all for the buyer to know. Especially if buying in another currency.
Refunds do take time... weeks actually.
