Is proof of purchase enough to overturn a INAD claim?

Sold a pair of shoes, 99% new.

Delivery was fine, but a few days later the buyer decides to request a return, stating they were counterfeit shoes. I responded to ebay and the buyer that they were not fake and attached a receipt for proof of purchase from Rebel Sport.

Is there anything else they can do now if they decide not to close the request?

In short, no.

Once a buyer opens an NAD case, the best action the seller can take is to send him that prepaid return label and to refund in full when he receives the item back.

The buyer is not required to prove that the shoes were counterfeit.  And, realistically, even with a receipt showing that a pair of shoes was purchased at a certain store, how does eBay know that those exact shoes were what was sent to the buyer?

How are shoes "99%" new? Either they are new or they are not.

If you want the shoes returned before refunding, accept the return and provide a shipping label.

Have a great day

That would only prove you have purchased some, not what the buyer received.

UPDATE -  I talked to CS this mornng, and as I was doing this, the buyer closed the request. THey were happy with my POP receipt. CS told me that if the request was not closed by them, eBay would have gone through everything and sided with me as I had done nothing wrong, and it was in my favour. They said this is done on a case by case basis only.

It's good they closed the return, now watch out for a credit card charge back.

No, Ebay would have not sided with you, they would have refunded the buyer from your account and let them keep the shoes.

Have a great day

There is just about zero proof ebay will accept to close an NAD case in a seller's favor.

Even if the buyer is telling you in messages they are lying to get a refund.

You however might get lucky on an appeal with that information.

Are you aware that CS reps here will tell you anything to get you off the phone and move on to the next complainant to tell them anything to get them off the phone etc etc etc?
