I purchased a new item that clearly was not new when I received it. I started a return but then I was asked to pay return shipping which I did not feel I should have to pay. So I closed the return thinking I would contact Ebay for help. Now I know that was a mistake since there is no way to contact Ebay for help. I thought there was a buyer guarantee policy. Anyway, how do I reopen the return? Thank you in advance for your help.

Since the original message here is almost one year old now, if any of you are having the same issue, then perhaps you would do better by starting your own thread.
Have to say, though, that some of the issues a few of you have mentioned could be easily resolved by reading eBay's Money Back Guarantee and following those directions to resolve the problem.
For instance, for those of you who've received an item that's not as described, it's simple enough to open an NAD case.
And for the buyers who never received their item at all, an item not received case is equally simple.
