Help..... opened a refund... the seller promised to fix the situation - send the purchase and asked to close the case but deceived... now how to solve the problem. Ebay does not give the opportunity to reopen the case and the seller promises and deceives...

Are you saying you opened a return and the seller talked you into closing it? 
Sorry but once you close it there is no reopening. 
Your only recourse is to file a chargeback with PayPal if that is how you paid or your credit card company.

The store isn’t closed the link you posted is of the sellers store, they just don’t have anything for sale.

 @blik156012 @    True, once the return is closed, no do-overs. Return Case is closed for good.

 

If you feel the seller took you for a ride, file a case with PayPal or your Credit Card issuer.

You should pick better sellers. They have a horrible feedback rating.  (31 negs in the past year)

You should have read the negative comments before buying.

When you actually activate the Money Back Guarantee for buyers on eBay and open a case, you need to allow the case to run its course.

After opening the case, you wait 4 days, then escalate the case on day #4.  Do not accept promises from the seller to "fix the problem".  Odds are it's not going to happen.  

Sorry this happened to you.  Keep the information above in mind in case this should happen again.

And, as suggested by another poster, you can open a case with Paypal, if that's how you paid, or you can do a chargeback with your credit card.
