If a seller has a Free Returns Policy, I believe they pay for the postage to have the item sent back??? I returned some fabric that really was not as pictured - they made it look bigger prints than it was but I put on the return that I changed my mind. When I received the refund they withheld the postage amount. Please advise. thanks

Your return reason was “you changed your mind” and it then became a discretionary return.
if you said “not as described” then your label would have been refunded.

I have a certain fabric line that I could charge a dollar less for, but don't to cover the free returns postage.
I think you will see that returning postage on returns for any reason will be going away as it is costing millions of dollars. Wayside and Amazon are both considering doing away with refunding postage and Amazon is even considering doing away with free returns.

If the seller offers free returns then the seller pays return shipping.
If the seller offers free shipping and free returns they cannot deduct anything from the return.
If the buyer pays for shipping then the seller can deduct original shipping if you changed your mind.

Inform eBay that seller isn't following return policy. Return reason doesn't matter if they advertise free returns.

Free returns means you use the free label sent to you.
If the seller had a separate shipping charge you paid when you purchased (not free) they can refund minus the original postage cost.
