I apologize for any confusion. It's not an either/or situation, you can offer both in your listing. If you only offer local pickup though, it won't affect your shipping metric at all, and it's why I suggested considering that option if you're running into a high number of buyers requesting that method anyways.
If you offer a shipping option and local pickup, and the buyer happens to select the local pickup option, then you can get that shipping metric defect removed if it's what's causing you to lose your Top Rated status. It's not common though, and a special request does need to be put into place. We would look at the shipping option selected, eBay Messages, etc. to determine whether any defects qualify for removal.
If you're certain that your defects in 'Tracking uploaded on time and validated' are all due to local pickup scenarios like you described earlier, then customer support should be able to help you get this loss of Top Rated status overturned. If not, then I hope this info helps so that your number of defects will decrease over time and you'll find yourself Top Rated once more.
