cannot see ANY item descriptions: "vi.vipr.ebaydesc.com refused to connect" error

This has gone on for a few days now-- cannot see any desriptions using desktop Windows 10 with Chrome. I googled and saw similar posts from 2018.  What causes this?

Do you get the same error using a different browser, such as Firefox?
