Why does eBay give different Ship By times to different users?

On Seller Hub, Manage Orders Paid, Awaiting Shipment page, in the leftmost Actions column, eBay tells you when you need to Ship By based on your handling time.

 

I am on Eastern Time.  I realize that eBay runs on Pacific Time.

 

The orders on that page now show "Ship By Sep  28 8:59 pm PDT" (which is by 11:59pm ET).  

 

Another seller, also in Eastern Time, reports that his page reports a different time.  His say   "Ship By Sep 28 11:59 pm PDT" (which is 2:59 am the next day in ET)

My orders page is shown in the screenshot attached.   The text at bottom is my caption.


All of my orders are coming in with that 8:59 pm PDT Ship By time.  (I think they used to say 11:59pm.  I have another eBay account so will cross-check on that one as well).

(All of my orders are 1-business day Handling Time....so the Same Day cutoff times discussion does not apply to my orders)

 

Why would eBay give different real Ship By times to different Sellers in the same time zone?
