There have been many changes since your last purchase.
eBay and PayPal are verifying addresses. Both your personal info and the Credit Card info.
Since it has been a while since your last purchase, my guess is that you need to verify your personal information. It would be best to talk to eBay to do this...

It's another glitch. Try this - Load your cart as normal and if you get the error message again go and hit the refresh icon at the top of your screen. Several known glitches respond to this. When the page refreshes you should be able to check out as normal. I hope this works for you!
