For me the option to include skipped items when they qualify is working as of yesterday.

Your promo began on Oct 1 and everything newly listed between Oct 1 - Oct 11 was automatically marked down per the promo's rules.
So whatever the error is, it started on Oct 12 for your account.
Since this promo is running through Nov 5 - nearly 3 more weeks - I'd suggest ending the promo then scheduling a new one to start a few hours later. Don't copy the old one; create a new one from scratch. See if that clears up the issue. At least doing that will help you rule out an issue with a specific promo that may have gotten corrupted vs a larger problem applying to all your promos.
