I keep trying to list an item for sale (I’m located in the US) and whenever I go to list it, I get this error message. I’ve contacted customer support numerous times over the last couple of weeks to no avail. I was able to submit proof of identity and proof of address and still nothing and updated my bank info as well. The last customer service agent I spoke to told me it looks like I’m using a VPN. I don’t use any vpns on my phone nor on my computer. I’ve tried different browsers on my phone and computer to list my item and still nothing. I also tried to create a listing from scratch with different items and the sell similar option with no luck. My account was hacked a few years back and all my info was changed to somewhere in China but regained my account and changed everything back but that was years ago. Not sure if that has something to do with it but has anyone else had this problem? Thank you.

I haven't seen this issue before, but I do know that eBay made changes so users registered in China can no longer change their location to the US. They're forced to create new accounts.
You were able to correct your account years ago and I can see you're registered in the US so I'm not sure if there's something within your account settings that has lingering info from back then.
Have you tried contacting CS through one of their social channels (Facebook or Twitter)? That team is US-based and if you tell them the whole history plus what you've already discussed with other reps and asked them to go deep into your account settings, they might be able to find the problem.
I hope they don't tell you the only option is to create a new account, but that might be where you land. It would be good to work with them regardless because they could help verify your identity and work with you on listing limits for the new account to get you up and running faster.
