I didn't think this usually happens but maybe I just haven't noticed previously. When signed into my account I continuously see the "Sell 5 items and pay no selling fees" promotion. But when I click "activate promotion" I get the message "Unfortunately, this promotional offer is by invitation only." Is this normal site behavior?
