I can not complete registration due to an incorrect date of birth. My established account (from 1999) does not have an option to correct date of birth. Can anyone advise ?

You should be able to update your DOB here: https://accountsettings.ebay.com/profile
At the bottom, owner details.
EDIT: I just realized I have a business account. Hopefully yours is somewhat similar.
